All four wings of Icecrown Citadel are open on both raid sizes. Heroic unlocks for a guild once it clears the Lich King on normal.
The Ashen Verdict reputation rings are on the quartermaster at the entrance. Shadowmourne is available to anyone who finishes the questline.
The citadel buff starts at five percent and rises every two weeks, so groups that are still gearing up are not left behind.
